Description
NAVISP System Engineer in the NAVISP Programme Office, Future Navigation Department, Directorate of Navigation.
As part of the NAVISP programme core team, you will oversee the efficient implementation of the programme, including outreach activities and impact assessment.

NAVISP (NAVigation Innovation and Support Programme) is an optional ESA programme within the Directorate of Navigation. Its objective is to support innovation, industrial competitiveness and national strategies around PNT (positioning, navigation and timing), including satellite navigation. NAVISP works with industry and relevant bodies in Participating States, and in coordination with the EU and its institutions.

NAVISP is implemented through three programmatic elements: Element 1, which supports PNT innovation, Element 2, which supports industrial PNT competitiveness, and Element 3, which supports national/institutional PNT activities.

Duties
Reporting to the NAVISP Element 2 Manager, your tasks and responsibilities will include:

  • advising companies applying for NAVISP Element 2 support on pre-commercial R&D risk mitigation; these risks may be technological, market-related and/or regulatory in nature.
  • overseeing the end-to-end NAVISP procurement cycle in response to industrial requests for NAVISP Element 2 support, including outline proposal assessment, full proposal evaluation and contract implementation.
  • assessing the procurement cycle and providing recommendations to improve overall NAVISP efficiency.
  • performing the technical assessment of PNT innovation results across the whole NAVISP programme portfolio and proposing follow-ons; these can be inputs to Element 1 workplans, calls for ideas for Element 2 or recommendations for national PNT strategies under Element 3.
  • proposing and supporting outreach measures to increase awareness of NAVISP opportunities and results.
  • supporting technical coordination between the NAVISP programme and other programmes and directorates across ESA.

Technical competencies
Good understanding of PNT technologies beyond satellite navigation, such as terrestrial navigation systems or non-GNSS payloads for PNT

Knowledge of the end-to-end PNT value chain for different market segments, at both European and international level, including the major stakeholders

Knowledge of innovative, state-of-the-art PNT technologies and PNT technology trends such as protect, toughen and augment (PTA) or seamless location

Education
A master's degree in a relevant domain is required for this post.

Additional requirements

  • Experience in monitoring industrial contracts, particularly in cases where ESA is not the customer for the results.
  • End-to-end experience with the ESA procurement process would be an asset.
  • Knowledge of Microsoft 365 tools, process design and automation tools would be an asset.
  • The ability to work efficiently in non-engineering environments would be an asset.

Important Information and Disclaimer
In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

During the recruitment process, the Agency may request applicants to undergo selection tests. Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.

Note that ESA is in the process of transitioning to a Matrix setup, which could lead to organisational changes affecting this position.
