Brief Description of position
We are looking for a best-in-class Senior Development Manager (Planning, Consenting and Consent Compliance) to join our team of world-class experts in our Edinburgh office. This is a unique and challenging opportunity for a competent and experienced Senior Development Manager where you will become an integral part of the company and have distinct area responsibility on our projects in the UK.

As Senior Development Manager, you will lead the development aspects of one of our offshore wind projects on behalf of COP, within a Joint Venture structure through the development phase until consent is secured, then being responsible for the consent compliance aspects throughout the construction phase.

We are open to considering highly qualified candidates at a director level.

You will support initiatives including:

  • Support the end-to-end consenting process to develop and construct onshore and offshore wind farm assets, in close cooperation with the EPC team. • Advance the development of the project, including consenting, technical solutions such as grid connection, and supporting bid/offtake and business case needs. • Manage Lead Environmental Impact Assessment (EIA) and Habitats Regulations Assessment (HRA) consultants for the offshore and/or onshore elements of the project. • Manage external legal specialists to support in all development, EIA and HRA activities ensuring legal risks are managed appropriately. • Lead and coordinate inputs into the Development DEVEX budget, project scope, and programme while ensuring all project risks and opportunities are assessed, managed, and mitigated/realised, as necessary. • Develop and manage the implementation of strategies for consenting, land and stakeholder engagement, ensuring consistency of approach and delivery across each. • Ensure the timely application of all required consents, permits and leases. • Manage all stakeholder engagement activities relating to the project. • Manage the compliance of consent and lease obligations. • Manage internal and external stakeholders including the project team, consultants, contractors, regulators, NGOs, public and other developers. • Responsible for the implementation of an agreed land assembly strategy (whilst managing an external land agent), the primary aim of which will be to negotiate voluntary agreements with landowners to acquire all necessary land rights for the construction of the onshore infrastructure. • Perform project management duties including reporting, budget, quality and team management. • Lead DEVEX, CAPEX and OPEX inputs in relation to consents and leases.

• +8 years’ experience in offshore wind, or a similar industry in development/planning/consenting specialisms. • Project development experience with large energy generation facilities, transmission infrastructure, offshore renewables, offshore oil and gas, or offshore telecommunications. • Strong project management capabilities: programme, budget, risks/opportunities, contract management. • A solid understanding of offshore requirements and environmental sensitivities (offshore, onshore and grid interface). • Demonstrable knowledge and experience of managing Environmental Impact Assessment and Habitats Regulations Assessment processes. • Experience working with regulators and interfacing with authorities at different levels, especially within the UK and Europe. • Practical experience of consenting roles in large infrastructure projects. • The ability to think critically and challenge the status quo. • Based in UK and willingness to travel to Europe on a frequent basis. • Have excellent communication and personal skills. • A global mind-set with an ability to communicate clearly. • Perseverance with an ability to prioritise and execute tasks in order to meet deadlines. • Strong relationship management and networking skills. • Proactive and co-operative way of working and paying attention to detail. • Fluent in English. • Good understanding of working with different cultures.
