The overall purpose of the role:
The Gender-Based Violence (GBV) PSS officer works as part of DRC’s team under the direct supervision of the GBV Team Leader and the guidance and support of the Protection Coordinator and Protection Manager. The role is based in Kasulu/Kibondo and shall conduct regular field visits to the host villages near Nyarugusu and Nduta refugee camps. The position holder will be required to work with women, men, boys, and girls both from Nduta/Nyarugusu refugee camps and the local community in the villages near the camp.

Under the supervision of the GBV Team leader, the PSS officer will implement GBV case management activities delivered by DRC in Tanzania. Specifically, he/she will provide case management services to GBV survivors and other beneficiaries affected by the crisis

Responsibilities and tasks

  • Provide case management services through high-quality and confidential interventions in line with minimum standards for service provision and DRC’s case management SOPs.
  • Conduct referrals to relevant services when needed, while implementing the action plan and ensuring appropriate follow-up and case closure when appropriate
  • Provide counseling for all survivors referred to case management service.
  • Conduct case management in safe spaces identified in collaboration with survivors
  • File and store GBV data in the gender-based violence information management systems (GBVIMS) in compliance with the information sharing protocol developed at the inter-agency level
  • Lead on providing emotional support group sessions to women, men, boys, and girls at risk of or survivors of gender-based violence in compliance with best practices and DRC’s guidelines.
  • Lead in delivering basic GBV training to community structures, including sessions on the GBV core concepts and guiding principles and the safe identification and referral of GBV cases.
  • Ensure regular quality implementation, monitoring, and evaluation of Gender-based violence- related projects and interventions;
  • Lead on the collection of needs and gaps in Gender-Based Violence Programming by engaging community and community representatives.
  • Ensuring all the gaps identified in GBV response services are well mitigated with collaboration with GBV Team Leader.
  • Participate in community services and other sector meetings in the camp to advocate for gender inclusion, representation, and consideration of other potential risk factors to women and girls as identified during safety audits and women's center discussions.
  • Ensuring to incorporate a survivor-centered approach in all GBV case management activities;
  • Ensure strict adherence to confidentiality for all case-related information; protect the identities of survivors in the design and implementation of all activities;
  • Work closely with community workers to ensure awareness of services in the community, facilitate referrals into and out of the community center, and support survivors on GBV protection-related needs;
  • Ensure updated filing and documentation of Gender-based violence cases in line with DRC tools.
  • Alert the GBV Team Leader and Protection Coordinator of any gaps in process, tools, or staff capacities to meet the needs of beneficiaries or ensure confidentiality and survivor-centered care.
  • Participate in the development of proposals, concept notes, and budgets as requested.
  • With the support of the GBV team leader, prepare individual, monthly, quarterly, and annual GBV work plans.
  • Prepare and submit accurate and quality (weekly, monthly, and activity) reports on GBV PSS activities within set deadlines.
  • Contribute to preparing quarterly, semi-annual, and annual donor reports.
  • Maintain an updated indicator tracking tool to measure project impact/outputs.
  • Prepare a Procurement Plan for the items/ resources needed for the implementation of PSS activities and share to the GBV Team Leader on time for further action.
  • Collaborate with other DRC staff as needed.
  • Perform other duties as may be assigned by GBV Team Leader.

Experience and technical competencies: (include years of experience)

  • Minimum of 1-2 years of experience in protection, preferably with an international humanitarian organization.
  • Demonstrated organizational skills and ability to work in complex and difficult circumstances.
  • Experience in Case of Management, referral-related activities, and awareness is desirable
  • Field experience in an emergency context is highly desirable
  • High level of personal initiative, analytical skills, and proactive problem-solving.
  • Demonstrated people’s management skills. Strong interpersonal skills and ability to develop and maintain working relationships across the organization.
  • Be a team player
  • Cultural sensitivity, commitment, and understanding of the values of DRC. Good communication skills.
  • Commitment to learning and implementing organizational policies and procedures
  • Proven ability to prioritize tasks and meet deadlines
  • A sensitive approach to the external representation

Education:

Bachelor’s degree in Social science studies and other relevant fields in well recognized college or university (preferred).

Languages:
Good proficiency in written and spoken English, and Swahili. Kirundi is an added advantage
