Supply Chain Manager

Overall purpose of the role:

  • Responsible for the effective implementation of logistics/procurement systems and functions within geographical area of responsibility with a particular focus on compliance to the Operations Handbook
  • Support logistics/procurement staff and functions in all DRC offices

Geographic Scope.
This role has a country focus and ensures compliance with DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

RESPONSIBILITIES
General

  • Monitor and control management indicators within the Supply Chain area, focusing on purchasing, logistics, fleet management, assets, and inventory. Ensure compliance with DRC operating manuals and donor guidelines.
  • Review monthly procurement and asset processes in Dynamic to guarantee alignment with the Region management indicators.
  • Develop project-specific procurement plans to ensure effective implementation.
  • Create a training schedule to reinforce processes, policies, and SOPs for the Supply Chain team, concentrating on its four pillars to ensure uniform knowledge across the area.
  • Develop SOPs, manuals, or policies that facilitate and support effective management of the Supply Chain area in accordance with DRC guidelines.

People Management
Lead and manage the Logistics and procurement team (including people planning, performance, well-being and development)

Procurement Co-ordination

  • Visit each procurement office to assess full compliance and implementation of Operations Handbook across all field offices
    • Review ITB (Restricted, National and International) documentation before advertising or inviting suppliers
    • Provide remote support in ITB management (TOC report, technical analysis and contract award)
    • Compile monthly reports received from field offices to provide country procurement reports to relevant managers
    • Organize procurement trainings for non-logistics staff and small-scale refresher training for procurement staff.
    • Plan and organize regular logistics training with relevant participants (logistics, program, Human Resources and finance) to ensure agreed and uniform systems to be implemented
    • Ensure implementation of CAST/audit recommendations relating to logistics/procurement.

Languages:
Fluency in written and spoken Spanish and English.

Education:

  • Master's degree in e.g. Logistics and/or Supply Chain Management
  • Certification in Humanitarian Logistics Supply Chain (desired if no academic degree)
  • Driving license (desirable)

Experience and technical competencies:

  • Minimum 5 years of experience in humanitarian logistics management within the field of supply chain management, fleet management, asset management, and distribution support
  • At least 3 years' experience with people management
  • Knowledge and experience of dealing with service providers and contractors’ management
  • Competence in providing technical guidance and training.
  • Proven experience in working with local partners, local/government authorities and in consortium modalities.
  • Working experience with relevant donors (e.g. UNHCR, WRA, GFFO, ECHO, OFDA, WFP, DFID or BPRM guidelines)
  • Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels – especially with the national employees.
  • Strong analytical and conceptual skills, excellent communication skills, calm and a good sense of humor
  • Excellent computer skills in MS Word & Excel, as well as experience working with an ERP system
  • Experience with standard procurement procedures and documentation.
  • Full professional proficiency in Spanish
  • Full professional proficiency in English – minimum required B2 according to CEFR

As Manager the post-holder is responsible for the following:
• Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
• Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
• Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
• Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Deputy responsibilities:
• Support the Country/Regional Director and the Senior Management Team in ensuring strategic programming coherent with DRC’s operational platforms, coordinating DRC’s programme development, strengthening DRC’s programme quality, standards and learning, and enforcing DRC’s accountability and M&E frameworks.
• Represent DRC on behalf of the Country/Regional Director upon agreement with authorities, UN agencies, humanitarian agencies and other partner
• Function as Country/Regional Director during his/her absence
• Other deputizing duties as agreed with the Country/Regional Director

DRC Dynamics ERP System
• Ensure proper application of ERP supply chain processes in the region
• Apply reports and data analytics from ERP supply chain system to improve supply chain performance

Warehouse Management
• Ensure compliance and implementation of Operations Handbook across all field offices.
• Provide monthly comprehensive country report on warehouse inventory to SMT (list and stock value in hand).
• Provide guidance in disposal methods for unused or expired commodities with prior donor/DRC Country Director approval

Asset Management
• Ensure compliance and implementation of Operations Handbook across all field offices.
• Provide monthly comprehensive country reports on Inventory/Assets to SMT.
• Implement any available tools to improve the inventory management.
• Provide guidance in disposal methods for unused or expired Asset with prior Donor/DRC Country director approval.

Fleet management
• Ensure compliance and implementation of Operations Handbook across all field offices.
• Provide monthly comprehensive country reports on fleet management (costs) to SMT.
• Advise on any increase/improvement of fleet capacity in country.
