INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.

OVERALL PURPOSE OF THE ROLE:

The overall role of the Radio Operator/Information Management Operations officer is to ensure that s/he records all communications received and transmitted on the appropriate logs sheets, collate all information/data/reports gathered by field teams and input in to correct platforms/systems.

Responsibilities and tasks

  • Responsible for the management, analysis and sharing of data related to program activities, with the aim of providing reliable, quality and comprehensive information to the operation management team and stakeholders.
  • Collate/input all received data from field teams on to ArcGIS system (Training will be provided).
  • During operating hours, the operations radio room is to be manned during the working days of the week.
  • Ensure that the Standard Operating Procedures (SOPs) for operating the radio room are adhered to seeking authorization seeking guidance from Operations Manager (OM), NTS Manager (NTS M) or deputizing TFM as needed.
  • Ensuring signing in on the communications log sheet at the beginning and end of the shift.
  • Going through the communications log from the previous day making sure there are no unactioned pending messages.
  • Go through the radio room equipment inventory list as well as the equipment to ensure it is all there and work correctly before signing to accept responsibility. Any discrepancies should be brought to the attention of the OM/NTS M or deputizing TFM as soon as possible.
  • Check radio room stationery and replenish as needed
  • Complete a radio check to operators in the field
  • Ensure all communications are logged and written in English in the communications log.
  • Make note on all staff-related issues in the field. Sickness, weather absentees, visits, vehicle, and stores
  • The radio room should NEVER be left unattended, especially whilst the operators are working in the field. If for any reason the radio operator has to leave approval should be sought from the OM/NTS M or TFM.
  • Always ensure there is power back up for smooth operations in the radio room
  • At the end of each shift, the radio operator must sign off and prepare handover notes which must include.
  • Safety related updates
  • All ongoing vehicle movements
  • All ongoing operations
  • Any communication challenges
  • Any other related issues that may be relevant and

Experience and technical competencies: (include years of experience)

  • Experience with Satellite phone, HF and VHF radio set up, maintenance and operation. (at least 2 years’ experience in total)
  • Experience in the usage of computers and office software packages (MS Office).
  • Working experience in an INGO, context is an asset.
  • Ability to work flexible hours determined by the operational requirement
  • Experience collating and disseminating Information on several platforms

EDUCATION: (include certificates, licenses, etc.)

  • Diploma or bachelor’s degree in information management
  • Radio Operator certification from a recognized institute or body
  • Experience in radio operation and handling will also be considered

LANGUAGE: (indicate fluency level)

  • Fluency in English
  • Fluency in Tigrinya & Amharic
