Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, South Omo and Gambella regions.

Position Objective
The Sr. Roving MEAL Officer will support the country office in implementing an effective Monitoring, Evaluation, Accountability, and Learning (MEAL) system across DCA’s projects. This role covers multiple regions, including Afar, Bale, Gambella, South Omo, and Wag Himra. Key responsibilities include ensuring proper monitoring and evaluation of programs, integrating learning into ongoing activities, and managing digital systems in collaboration with the MEAL Manager. The officer will also provide follow-up, monitoring, and capacity-building support for both self-implemented and partner-led projects.

Purpose
The Sr. Roving MEAL Officer will support the country office in implementing an effective Monitoring and Evaluation system. The role includes providing MEAL support across DCA’s offices in Afar, Bale, Gambella, South Omo, and Waghimra, focusing on data collection and analysis. Additionally, S/He will manage and oversee the use of digital systems.

Engagement

  • Implement MEAL Policy: Ensure the country MEAL policy is effectively applied in alignment with the Country Programme RFs and thematic plans.
  • Support Assessments & Evaluations: Lead assessments and evaluations, from tool development to data analysis.
  • Strengthen MEAL Plans & Reporting: Ensure projects have solid MEAL plans and timely, quality reporting.
  • Enhance Data Analysis: Assist in analysing and interpreting survey data to optimize project outcomes.
  • Develop MEAL Tools: Create standardized tools_IPTT for tracking outputs, outcomes, and impacts.
  • Build Capacity & Provide Support: Coach staff and partners to improve MEAL skills and project quality.
  • Promote Learning & Accountability: Compile progress reports and dashboards to inform future planning

Delivery

  • Ensure CHS roll out: Uphold quality and accountability standards (CHS, Sphere) across all projects to ensure program quality, accountability and learning.
  • Provide Technical Support: Guide the effective implementation of complaints response feedback mechanisms, ensuring alignment with standards.
  • Document & Share Insights: Capture and share lessons learned, best practices, and stories to improve future programming, and to support continuous improvement.
  • Monitor Documentation Compliance: Ensure timely and complete project documentation on PPD, working with teams to maintain accuracy and consistency.
  • Coordinate MEAL Integration: Work with project teams to integrate MEAL activities into project planning and implementation, ensuring effective collaboration with both DCA and partner staff.

Job Requirement

  • Minimum of a BA/MA degree in monitoring and evaluation, statistics, economics, development studies, or another related field, along with relevant experience.
  • Minimum of 6 years of relevant experience with a BA / 4 years with an MA.
  • Direct M&E experience is required.
  • Experience working with NGOs/Humanitarian agencies.
  • Experience in data collection and analysis, report writing skills, as well as presenting findings.
  • Practical experience in digital data collection systems such as Kobo and ODK, as well as statistical analysis tools like SPSS or other statistical software.
  • Excellent communication and organizational skills, self-motivation, and the ability to work both independently and as part of a team.
