DanChurchAid is an independent and humanitarian Danish organization with a vision of a world without hunger, poverty and oppression, in which popular and political powers constantly work strongly and actively for a just and sustainable distribution and use of the earth’s resources. We have been supporting development work in Nepal since the 1980s. Currently we focus on the following themes to improve the life of the most marginalized communities in some of the most remote and vulnerable regions of Nepal, applying a rights-based approach:

  • Build Resilient Communities (Focusing on Resilient Livelihoods and Sustainable Food Security)
  • Fight Extreme Inequality (Focusing on Governance, Human Rights and Empowerment)

According to the new Country Programme Strategy (2022-2026) of Nepal Office, we are committed to two cross-commitments: (i) Gender Equality and (ii) Climate Action.

DCA Nepal invites applications, for below mentioned key position from interested candidates for anticipated USAID-funded Round 04 – BHA/Nepal Early Recovery, Risk Reduction, and Resilience (ER4) Activity. The Activity aims to reduce disaster risk and increase the disaster management capacity of the Government of Nepal (GoN) as well as highly vulnerable disaster-prone communities in Nepal to mitigate, withstand, respond to, and recover from disasters.

This activity is expected to be a three-year program with an initial budget of $9 million, with a potential two-year extension in a second phase, bringing the total budget to $12 million.

The key personnel position is subject to USAID approval. It is also subject to project award and funding. The position will be based in Kathmandu, Nepal.

Emergency Preparedness and Response Manager (EPRM):
This position will be responsible for providing leadership and vision for strategic decisions to leverage resources from other USG and non-USG programs in Nepal to enhance local-level preparedness and resilience to recurrent disasters. The individual will provide leadership in technical multi-sectoral analysis and response design, if disaster strikes during the life of this award. The position represents humanitarian coordination groups and provides advisory support to Nepal’s National Disaster Risk Reduction and Management Authority for coordinated and effective response in the targeted province(s).

Key responsibility:

  • Lead the planning, coordination, and execution of emergency preparedness and response efforts in alignment with USAID objectives, ensuring that safeguarding principles are embedded in all activities to protect vulnerable groups.
  • Support coordination of Government led multiagency assessment and planning activities, and provide technical support to partner as required
  • Represent project in various humanitarian coordination groups and cluster meetings
  • Strong coordination and collaboration with line ministries, government official stakeholders at local, provincial, and district level and communities
  • Facilitate local humanitarian actors in building their Emergency Preparedness and Response Plan (EPRP) capacities, focusing on transitioning responsibilities to local actors for sustainable, community-led disaster response.
  • Establish feedback and accountability mechanisms at both the program and partner levels to address safeguarding issues and complaints promptly
  • Leverage partnerships and resources from other USG and non-USG programs to enhance preparedness, disaster mitigation, and safeguarding integration.
  • Monitor and evaluate emergency preparedness and response interventions to ensure compliance with global humanitarian standards, national policies, and DCA’s safeguarding policies.

Qualification:

  • Master’s degree in a discipline pertinent to disaster risk management, humanitarian assistance, resilience, natural sciences, or a closely related field
  • At least 7 years of experience in disaster risk reduction, humanitarian assistance, or emergency response programming, with a focus on multi-sectoral projects.
  • Strong understanding of the national disaster risk governance structure and global humanitarian architecture.
  • Demonstrated experience influencing broader humanitarian and disaster risk management actors for collective action and effective disaster management, prior to, and after disasters.
  • Knowledge and experience of USAID reporting system and requirements
  • An understanding and demonstrated commitment to the importance of diversity, equity, inclusion, belongingness and accessibility.
  • Proven experience building capacity of local NGOs and government bodies.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Strong written and verbal communication skills.
  • Demonstrated commitment to PSEAH Policy.
