Duty Station : Yangon
If you are not Myanmar national, Dhaka, Bangladesh (with field visits and possible travel to Myanmar) will be your temporary duty station.
Report to : Head of Programme
Overall purpose of the role:
DRC is seeking a dynamic person to fill the role of Humanitarian Disarmament and Peacebuilding Technical Coordinator for its Myanmar country programme. This position will be responsible for developing relevant and effective programme initiatives and ensuring quality implementation in the areas of humanitarian disarmament and peacebuilding, as well as supporting the contributing of the sector to the overall DRC programme and strategy in the country.

Responsibilities:
Programme development, coordination, and oversight

  • In coordination with the OM and HoP, lead on the design and articulation of the HDP programme initiatives in line with relevant guidelines, policies and priorities.
  • Ensure HDP quality inputs in proposal and other grants products in line with relevant standards and policies.
  • Ensure that DRC activities are complementary within the sector, explore innovative and impact-driven opportunities, building on synergies within DRC response including partners.
  • Provide technical oversight of overall program implementation relevant to HDP, supporting high quality project implementation in line with internal and external requirement.
  • In coordination with budget holders, contribute to the overall effective allocation of resources including budgets in line with the sector development.
  • Participate in grants kick off, closure and other relevant meetings.

Staff capacity development

  • Provide technical support to HDP staff to enhance their skills and capacities to deliver the HDP programme effectively and in compliance with HDP sector standards and policies, including quality assurance, reporting and systematization of lessons learned and best practices
  • Where relevant, and in coordination with the DRC HoP and HDP Regional Coordinator, lead on the roll out of the conflict sensitivity and analysis practices.
  • Carry out country visits in support of HDP project implementation staff and provide advice and mentoring (if allowed).
  • Provide guidance and technical inputs to HDP staff on approaches to capacity development, working with communities and national partners.

Programme Quality and Strategy Development

  • Ensure quality and coherence of DRC’s HDP activities, monitor and follow up on the implementation plan in support to HDP management and in coordination with the HoP.
  • Support the OM in ensuring the overall operational compliance of HMA programme response in line with internal and external procedures.
  • Lead on the identification of new and innovative methods for the improvement of DRC’s HDP programming, operationalise and dissiminate guidance in coordination with relevant HDP and DRC technical stakeholders.
  • Support with strong and coherent data management, HDP IM, monitoring and evaluation practices, in close collaboration with MEAL.
  • Support quality programme assessments, baseline studies, reviews, and evaluations as well as impact assessments in close coordination with the regional HDP Coordinator, MEAL team, and HoP.
  • In coordination with HoP, lead the development of the HDP country sectoral strategy and support with the integration of HDP within the broader country strategy process.
  • Undertake a mapping of national peacebuilding and/or humanitarian mine action organizations whose vision, mission, and values align with DRC and hold potential for partnerships.
  • Work closely with other sector leads to identify and develop areas for integration of HDP within DRC’s broader programmatic portfolio.

Fundraising, liaison, and communications

  • Support the Head of Programme in resource mobilization efforts including technical liaison and engagement with donors, stakeholders, technical working groups, forums etc
  • Support HDP donor engagement and communication.
  • Coordinate with other actors and stakeholders both at the local and national level to ensure that DRC’s HDP programming in well-linked into other related initiatives relevant for HDP.
  • Support the development of initiatives aimed at enhancing the HDP coordination and sectorial engagement
  • Disseminate results in varied ways to enhance use in reports and in decision making.
  • Ensure documentation and consolidation of success stories, in coordination with DRC’s communications specialist, which can be communicated externally and to ensure that DRC is able to articulate and document relevant best practice.
  • Lead on research, needs assessments and analysis of data for fundraising and advocacy.

Other

  • Ensure adherence to DRC’s Age, Gender, and Diversity policy and AGD programmatic minimum standards.
  • Ensure compliance with zero-tolerance to Sexual Exploitation and Abuse policy.
  • Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
  • Assist in developing job descriptions and in the recruitment of HDP staff (national and international).
  • Perform other relevant tasks as requested by and in discussion with the Head of Programme.

Experience and technical competencies

  • Master's degree in political science, international development, economics or other relevant field. Postgraduate degree may be accepted in lieu of masters.
  • Practical trainings or courses in HMA, conflict management, mediation and dialogue facilitation.
  • Minimum 5 years of practical experience in peacebuilding or social cohesion programming, including with an international NGO.
  • Experience and a strong understanding of humanitarian mine action is essential, with experience in and familiarity of peacebuilding programmes desirable.
  • Proven experience with fundraising, budget design and monitoring, and managing multiple funding grants.
  • Demonstrable leadership and management skills and ability to work with diverse group of people from multiple nationalities
  • Demonstrated commitment to apply an age, gender and diversity (AGD) and Conflict Sensitive approach to programming.
  • Experience working with national/local partners in capacity building initiatives.

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G - Non-Management.
