INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. DRC Ethiopia began operations in 2009 and has been responding to the needs of refugees, Internally Displaced Persons (IDPs) and vulnerable host communities ever since. DRC Ethiopia currently has programs implemented through five area offices (AO) in Gambella, Tigray, Somali (Jijiga & Dollo Ado) and Afar regions, as well as its country office (CO) in Addis Ababa.

OVERALL PURPOSE OF THE ROLE:

Working under the direct management of the Area Manager, the Protection team leader will be responsible for the overall quality and timely implementation of protection activities under Dollo area office. S/HE will play a crucial role In Overseeing and implementing quality protection and peacebuilding activities.

Responsibilities and tasks
Technical Management

  • Ensure high quality day-to-day technical management of all protection and peacebuilding activities under Dollo office to ensure strict adherence with international best practice protections standards, including the identification of protection risks and vulnerabilities with acute awareness of issues related to gender, age and diversity.
  • Take lead in coordinating the design and implementation of Protection activities focusing on new IDPs and host communities. Ensure that initial assessments and activities to be designed are relevant, responsive and rights-based, building upon the existing assets of the targeted communities. Activities will emphasize protection-related outreach and engagement focused on IDPs, refugee and host communities.
  • Ensure quality monitoring and evaluation of protection activities, working with relevant MEAL staff to coordinate and roll out MEAL systems, ensuring adequate monitoring, documentation and reporting of activities against relevant indicators. Maintain accurate and comprehensive files of protection activities, outputs, materials, and other relevant documentation.
  • Support staff to integrate protection concerns and awareness in other sectors as relevant.

Staff Management

  • Supervise Protection and peace building staff and support respectful and positive working relationships for the effective implementation of protection activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.
  • Ensure objectives for staff are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed. Take responsibility for planning and management of leave for all staff managed.
  • Identify training and capacity building opportunities for staff and ensure they are well versed in key protection and peace building concepts relevant to the context, DRC's code of conduct, accountability, respectful dialogue with the refugee population, and prevention of sexual exploitation and abuse.

Project Management

  • Work closely with Area Manager and CO based technical staff to lead in planning procurement of protection and peace building related goods and services, taking responsibility for quality assurance, and ensuring follow up.
  • Work closely with Area Manager and CO based technical staff to maintain detailed tracking of protection and peace building related spending and participation in budget management meetings.
  • Ensure regular reporting for both internal and donor purposes are completed to a high standard and in a timely manner. This will include providing internal reports supported by key evidence.
  • Develop and maintain working relationships with key stakeholders, including community members and representatives, local government authorities, UN agencies, and other stakeholders. In line with this, represent DRC by actively participating in coordination meetings, working groups and any other meetings as requested.
  • Perform any other duties as assigned by the supervisor, in line with the needs of the organization and project requirements.

Experience and technical competencies: (include years of experience)

  • 3 years of experience working with displaced populations and familiarity with displacement dynamics, legal frameworks and humanitarian response related to forced displacement. A minimum of 2 years of management or technical protection experience working for an international NGO, UN agency or relevant ministry or authority.
  • Excellent presentation, communication and interpersonal skills to work effectively and harmoniously with people from different backgrounds. This includes diplomacy, tact and negotiating skills.
  • Commitment to learning and implementing organizational policies and procedures
  • Prior experience working with government and non-government stakeholders as a trainer, including development of curriculum and relevant training materials.
  • Demonstrated professional experience leading protection, gender and human rights related activities in the context of irregular migration or trafficking in persons.

EDUCATION: (include certificates, licenses, etc.)

  • Advanced degree in International Law, Development Studies, Political Science, Psychology, social work or any Social Sciences or relevant field from a recognized institution.

LANGUAGE: (indicate fluency level)

  • Excellent English skills both spoken and written is required.
  • Knowledge of Somali language is an advantage.
