1. Background
DRC has been operating in West Africa since 1998 and in Latin America and the Caribbean since 2011. The DRC West-North Africa & Latin America (WANALA) Regional Office is based in Dakar, Senegal, and covers several countries. Led by the Regional Executive Director, the DRC WANALA oversees, supports, and provides strategic directions for DRC’s Country Offices within the abovementioned regions. The region covers legal entities in Algeria, Burkina Faso, Cameroon, Central African Republic, Chad, Colombia, Libya, Mali, Mexico, Niger, Nigeria, Tunisia, and Venezuela. The Regional Program Team has a range of technical capacities.

A department of multi-country grants and operations has been established since February 2021 with multi country and cross border projects and regionally held grants. The Regional Projects Manager’s portfolio is composed of multi-country and multi-year programmes (including in consortia) that operationalize triple nexus in strategic partnerships with local/international actors and integrate multiple sectors (economic recovery, protection, peacebuilding).

2. Purpose
The Danish Refugee Council West Africa, North Africa and Latin America (WANALA) regional office is looking for a highly experienced Regional Anticipatory Action (AA) Coordinator to provide technical leadership over the anticipatory action portfolio across the region. In particular, the AA Coordinator will be the technical lead for the Anticipatory Humanitarian Action for Displacement (AHEAD) project in the region, a four-year project, funded by the Dutch MFA. He will develop anticipatory action (AA) data models and approaches using local and global data for local-level analysis to help inform humanitarian actors’ decisions when deploying humanitarian assistance and to enable timelier, more dignified, efficient and sustainable assistance.

Under the management of the Head of multi-country operations, and guided by the AA Global lead, the Regional Anticipatory Action Coordinator will assume overall technical responsibility for the project in WANALA region and the regional deliverables, will provide technical support to the project’s country office-based AA staff, and will support with project delivery in the pilot countries of Burkina and Niger. The AA Coordinator will also oversee delivery of other AA projects in the region.

3. Duties and Responsibilities
Management and Coordination

  • Assume responsibility as the technical focal point for all AA activities in the region, supporting countries with project delivery across the AA portfolio and coordinating between countries.
  • Contribute to technical working groups both internal and external, and participate in partner discussions and forums

Implementation and Technical Support

  • Support the country programmes in direct delivery of anticipatory action projects, including development of contingency plans with communities, preparedness activities, trigger development and trigger release actions.
  • Work with country teams in the development of frameworks and policy-level discussions at local and national government levels to ensure AA planning is included in country preparedness
  • Work with the Global Lead on AA to develop programmatic guidance and policies on AA in response to conflict- and climate hazards.
  • Work with DRC's broader Evidence, Knowledge and Learning team regarding the use of data and displacement forecasting models in AA

Business development and Advocacy

  • Support with business development activities to expand the AA portfolio, working with countries to develop proposals and engage with prospective donors
  • Contribute to external advocacy and representation of DRC in relation to AA.
  • Work closely with the DRC's advocacy team on policy engagement related to expanding uptake of AA in humanitarian sector.

Reporting and Communication

  • Establish and maintain clear lines of communication with AA project staff at the country levels.
  • Support the project’s grants staff or focal points to ensure AA project staff are submitting quality and timely technical AA reports in line with donor and DRC requirements.

When manageable, the Regional Anticipatory Action Coordinator may be asked to carry out other duties requested by the Regional Head of Multi-Country Operation.

4. Required Qualifications
Mandatory:

  • At least 5 years' experience with anticipatory action programming/projects in conflict-settings.
  • Experience directly implementing AA projects, preferably in west Africa contexts
  • Experience with conflict situations and an understanding of conflict, protection and emergency programming in displacement contexts
  • Able and willing to travel for up to 30% of time and operate in a physically demanding working environment.
  • Strong organizational skills
  • Ability to manage multiple and competing priorities, meet demanding deadlines, and work under pressure in unstable security environments.
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels
  • Full professional fluency in French language (70% of the professional communication in this position will be done in French, including almost all the communication within the WARO)
  • Professional Proficiency (written and spoken) in English (30% of the professional communication in this position will be in English)
  • Understanding of the different contexts of the West Africa Region
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

Desirable :

  • Demonstrated abilities in problem solving as well as taking a flexible and innovative approach to working.
  • Demonstrated ability to work independently as part of a team and to form close working relationships with colleagues from a diverse range of backgrounds.
  • Strong understanding of using, analytics in programming and response.
  • Highly motivated and hard working with strong attention to detail.
  • Experience with programming related to peacebuilding, preparedness, emergency and/or resilience-building.

6. General Regulations
The employee shall follow :

  • DRC regulations on safety, health, COVID-19 norms and hygiene
  • The Code of Conduct and all ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Rules for the use of the DRC guesthouse, which is a working accommodation

In addition :

  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
