Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 700 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for a highly qualified Safeguarding and Code of Conduct Manager to join our team in Kyiv.
The overall purpose of the role:
The Safeguarding and Code of Conduct manager leads and manages the Safeguarding & Code of Conduct unit (consisting of two full time Specialists and 30 volunteer focal points across the country) which plays a central role in fostering a zero-tolerance culture for misconduct within DRC and its partners’ operations in Ukraine.
Your main responsibilities will be:
- Set up and strengthen the Code of Conduct Reporting Mechanism (CoCRM) in Ukraine in consultation with all levels of the organization;
- Mainstream safeguarding principles across all levels of the organization in Ukraine both into programme implementation but also support functions, especially the HR department to support the process of improving and prevention of SEAH through good HR policies and practices, including inclusion of PSEAH standards into interviews and induction materials and training courses for DRC employees and related personnel;
- External engagement and representation as needed on safeguarding, inter-agency mechanisms and internal investigations;
- Lead in the adaptation and contextualization of Code of Conduct policies and resource plans, deliver and support the dissemination of PSEAH trainings and CoCRM awareness sessions to DRC Ukraine staff and local partners and persons of concern;
- Regularly update the Ukraine SMT on Code of Conduct and safeguarding related risks or crucial incidents and mitigation measures and draft Code of Conduct country reports;
- Contribute to ad hoc events dedicated to championing PSEAH and organizational ethics in the Ukraine office;
- Collaborate and coordinating with the relevant programme and MEAL teams in order to ensure that accountability towards the affected population is upheld in Ukraine;
About you
To be successful in this role we expect you to have strong previous experience in safeguarding, with code of conduct systems in a management role or similar in an international NGO. We expect you to be passionate advocate for safeguarding principles and a work culture that has zero tolerance for misconduct. Moreover, we also expect the following:
Required
- At least 5 years' experience in safeguarding, code of conduct or similar work in an INGO;
- At least 3 years' experience with people management;
- Proven experience in capacity building and training of national staff and local partners;
- Excellent computer skills, including Microsoft office
- Comfortable in speaking about sensitive topics.
- Excellent interpersonal and communication skills, including the ability to work effectively with staff members, and partner organizations.
- Demonstrated knowledge and interest in Safeguarding, and a sensitivity to cultural diversity, equity, inclusion and gender issues.
- Proven experience in delivering ethics, safeguarding and accountability-related trainings
- Strong communicator with the proven ability to represent international NGOs’ approach on Code of Conduct/Safeguarding/Accountability in high-level groups and fora.
- Master’s degree from a recognized institution in International Development/ Development Studies, International Relations, Economics, Political Science/ Public Affairs, Business Administration or Management, or another relevant field is required
- Full professional proficiency in English (written and orally). Fluency in Ukrainian an added value.
