Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

Overall Responsibility in the organisation
The Livelihood and Food security Project Coordinator will contribute to the successful design and implementation of DCA Ethiopia's Food security, Cash and voucher assistance and livelihood and economic empowerment interventions for South Sudanese refugees and the host communities in Gambella. The coordinator plays a key role in coordinating the implementation of particularly BPRM Funded and other projects in Gambella with other key actors for a harmonized and well-complemented project activities. The coordinator will also provide an ongoing technical support for the front-line staff and project stakeholders particularly related to Food security and Livelihood.
Purpose of the Job
- Play key role in coordinating the implementation of BPRM funded and other projects in Gambella.
- Ensure strong integration of nutrition, livelihood, and food security components into the project.
- Prioritize the needs of vulnerable groups such as women, children, people with disabilities, and the elderly.
- Support the inclusion of complaint-handling committees and participatory community structures in all aspects of the project.
- Ensure compliance with donor guidelines and promote gender-sensitive, inclusive, conflict sensitive and sustainable interventions.
- Lead beneficiary targeting and verification in collaboration with field staff, RCC, UNHCR, and RRS, ensuring alignment with project focus and agreed criteria.
- Oversee the technical quality of activities across refugee camps and host community projects.
- Ensure Fresh food markets and cash distribution function effectively, and beneficiary complaints are addressed promptly.
- Deliver need-based capacity-building training to DCA staff, stakeholders, partners, and community representatives.
- Work with financial service providers and private financial sectors to launch saftest way of cash transfer modality, such as mobile banking.
- Contribute to project proposals, concept notes, and funding opportunities under the guidance of the Area Program Manager.
- Conduct regular needs assessments and adjust projects accordingly.
- Develop and implement Detailed Implementation Plans (DIP) and Standard Operating Procedures (SOPs) for Food security, livelihood and CVA assistances programmes.
Engagement
- Launch and oversee project implementation, ensuring activities meet donor requirements and quality standards.
- Monitor day-to-day food security, livelihood and CVA activities, addressing issues and challenges promptly.
- Implement and oversee robust M&E plans, including digital monitoring tools and databases.
- Ensure transparent beneficiary selection and community participation in project design and evaluation.
- Lead/participate in baseline and endline surveys, final evaluations and collect lessons learned, and document best practices.
- Provide timely, high-quality progress reports for DCA, donors, and stakeholders.
- Organize joint supportive monitoring and evaluation with key stakeholders.
- Conduct regular field visits to support field officers and market facilitators.
- Ensure financial accountability as a budget holder and participate in regular BVA reviews.
- Develop and implement the project procurement plan efficiently.
- Set and review performance objectives for staff.
- Initiate timely recruitment for vacant positions and provide necessary training.
- Supervise and support field officers and market facilitators, providing technical and management guidance.
- Ensure all staff complete, ESS and EDR reviews and probation period objectives on time.
Delivery
- Build and maintain positive working relationships with DCA staff, RRS, UNHCR, local authorities, and partner organizations.
- Coordinate project activities with other implementing partners (IPs) and stakeholders to align with cluster priorities.
- Represent DCA in forums such as clusters, coordination meetings, and donor discussions, as guided by the Area Program Manager.
- Collaborate with the communications team to develop materials (e.g., photos, case studies) showcasing DCA's work.
- Engage with regional, zonal, and woreda-level offices to ensure effective project implementation.
- Job Requirements
- Master/bachelor’s degree in agriculture, Animal Science, plant Science or nutrition with at least 2 years of relevant experience for master’s degree or 4 years for Bachelor degree in related field.
- Practical experience in coordinating food security projects.
- Practical experience in nutrition intervention and skill to organised training for field staff on nutrition.
- Experience of working in complex emergency and insecure environments in a refugee setup.
- Proven experience in project management and budget tracking.
- Experience of developing and implementing programmes funded by DANIDA and/ BPRM is an advantage.
- Significant experience in supervising teams, and a proven ability to provide support, guidance and training to local staff.
- Experience in writing high quality progress report.
