Direct report for : MEAL Officers and Assistants
Overall purpose of the role:
- Support the Rakhine MEAL Manager in developing MEAL functions and managing the MEAL work plan for DRC and its partner projects to ensure timely delivery of MEAL activities, including CFM, with the highest quality oversight.
- Provide guidance and management to DRC MEAL Officers and enumerators.
- Support the integration of MEAL throughout the PCM process and reinforce quality program management.
Responsibilities:
The duties include, but are not limited to the following:
- Lead, supervise, and coordinate assessments and routine monitoring activities.
- Provide technical support to MEAL Officers and program staff.
- Analyze data and write reports.
- Coordinate MEAL activities with program teams and partners
Monitoring and Evaluation:
- Lead in routine assessments (PDMs, feedback surveys, satisfaction surveys, etc.) from planning to reporting.
- Being responsible for assisting the DRC’s partners in developing strong indicators and logical frameworks as well as MEAL plans for new projects
- Support the MEAL Managers with the active implementation of their MEAL plans, ensure MEAL plans are updated timely, and MEAL findings are placed for all donor reports.
- Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program outcome and promote and ensure use of data for decision-making processes.
- Provide technical support to program and partners including MEAL system designs and capacity building with support of MEAL Manager.
- Conduct data quality assurance on all activities, including auditing data quality and making regular field visits.
- Lead in the tracking of achievements and indicators for projects/programs and monthly present them to the programme.
- Will act as the primary MEAL focal point and liaison for partners. Oversee data management activities.
- Support Programme Team, and Partners, in development of criteria, tools and methodologies for assessment and beneficiary selection.
- Act as focal point for all MEAL related issues between DRC and implementing partners.
Accountability:
- In conjunction with the Rakhine MEAL Manager, liaise with Accountability Coordinator on CFM activities (CFM roll-out, accountability system)
- Manage the feedback from the community and report to the Accountability Coordinator and coordinate with the programmes if necessary
- Coordinate with MEAL Officer(s) and program teams to implement CFM activities (roll-out, service mapping, closing cases, etc.)
Learning and project quality:
- Assist Rakhine MEAL Manager in planning and leading data review workshops (including presenting data analyses to program managers and other program staff)
- Assist Rakhine MEAL Manager in planning and leading lessons learned workshops (including presenting results of assessments to program managers and program staff)
- Share results of indicator tracking and other assessment results regularly with program teams
Capacity building:
- With the support of the Rakhine MEAL Manager, provide technical support to partners, including developing tools, planning surveys, data analysis.
- With the support of Rakhine MEAL Manager, provide relevant MEAL training to program staff.
- Provide training and regular coaching to MEAL Officers and Assistants as well as to partners.
- Coordinate weekly or regular meetings with MEAL staff to exchange information and lessons learned.
Management and Coordination:
- Supervise MEAL Officers in field offices.
- With support from the Rakhine MEAL Manager, coordinate with partners to provide MEAL technical support.
- Coordinate with program team leaders on all MEAL activities, (assessments, data reviews,workshops, etc.)
As a Team Leader the post-holder is responsible for the following:
- Accountable for people management of employees, usually working in the same area of work
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.
- Initiating the hiring and firing of employees and conducting performance appraisals are permitted at this level, but are closely overseen by the next-level.
Experience and technical competencies
- University degree in relevant field (development or social research preferably with a focus on monitoring and evaluation as well as compliance issues) or equivalent professional qualification
- Minimum 3 years of relevant work experience – preferably in social work, community development, non-governmental organizations, or civil society.
- Experience working with NGOs and/or the humanitarian sector, and use of data collection tools
- Knowledge/experience with Monitoring & Evaluation specifically, information management or accountability
- Excellent skill in MS Word, Excel, and PowerPoint, KOBO, Power BI and other Software
- Knowledge of data analysis practices and tools
- Demonstrated leadership skills (either with field-based staffs, enumerators, or others)
- Minimum 2 years of management experience at a mid-management level role, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency.
- Proven management skills and a competence in people management
- English proficiency including good analytical and report writing skills
- Other local language us considered as an asset.

Conditions
Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation period. Renewable depends on both funding and performance. The position is placed in Employment Band G-management. This position is open only to Myanmar National who can work and base in Sittwe.
