Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scale-up in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Economic RecoveryTeam Leader (Agricultural Support Team Leader) for conducting activities related to the livelihood of the agricultural and non-agricultural sectors in Mykolaiv and Kherson regions.

This position will be line managed by the Economic Recovery Manager.

About the job
Under the guidance of the Economic Recovery Manager, the Economic Recovery Team Leader (Agricultural Support Team Leader) will manage and oversee the implementation of economic recovery activities aimed at supporting rural households and small/medium businesses, including, but not limited to, providing sectoral cash assistance to farmers, running small-scale farm operations, and developing the capacity of small/medium businesses, offering grants for vocational education. He/She will be responsible for managing and overseeing the activities of the economic recovery team and will provide technical support and recommendations to team members. He/She will be responsible for planning and monitoring economic recovery activities, including coordinating with other DRC departments. He/She will participate in coordination meetings and represent DRC at relevant forums. He/She will work from the DRC office in Mykolaiv and will participate in field visits to Mykolaiv and Kherson regions.

Your main duties and responsibilities will be:

  • Manage and oversee the economic recovery team, providing guidance and support, organizing team meetings, developing work plans, conducting performance reviews, and recruiting new staff members.
  • Support the Economic Recovery Manager during project startup and completion, including resource planning, geographic targeting, and identifying lessons learned.
  • Regularly coordinate activities with other the Economic Recovery Team Leader to exchange information, lessons learned, and ensure alignment of economic recovery programs.
  • Engage with stakeholders and representatives of key institutions and organizations such as coordination centers, farmers’/entrepreneurs’ associations, and agricultural service providers.
  • Support the review of SOPs and tools used to implement programs in the agricultural sector, vocational training, small/medium business grants, cash assistance, and provision of non-food items.
  • Ensure timely and quality service delivery by organizations.
  • Develop work plans for project activities and monitor their progress against project goals and indicators.
  • Monitor project expenditures in line with the budget and provide timely feedback on budget control.
  • Plan and coordinate project logistics and team movement plans, as well as initiate procurement processes for project materials.
  • Assess training needs for staff and beneficiary groups, and develop, review, and adapt training materials on topics related to the livelihood of the agricultural sector, small and medium business development, cash assistance, and provision of non-food items.
  • Manage the development of the economic recovery program team’s capacity and mentoring activities.
  • Coordinate with other organizations and stakeholders working in the same sector to ensure the comprehensiveness and effectiveness of economic recovery programs.
  • Participate in coordination meetings, represent DRC at relevant external forums, and ensure the exchange of relevant information and meeting protocols with colleagues.
  • Establish and maintain effective working relationships with partner institutions, community stakeholders, and service providers.
  • Provide accurate and timely reports to donors and DRC stakeholders, and maintain and update program documentation.
  • Ensures that the economic recovery team conducts monitoring of information regarding shelling in the Mykolaiv and Kherson oblasts.
  • Facilitate the provision of, or provide information related to field activities, to prepare proposals for new project funding, including reviewing evaluation tools.
  • Support identifying partnership opportunities with NGOs, duty bearers, and the private sector at the regional level.
  • Organize and oversee activities related to providing cash assistance and non-food items to people affected by the conflict.
  • Ensures that the economic recovery team conducts monitoring of information regarding shelling in the Mykolaiv and Kherson oblasts.
  • Organize and oversee DRC partner capacity assessments for various types of assistance, provide advice on capacity-building priorities for partners, develop capacity-building plans, and provide training, consultations, and daily mentoring for partners.
  • Perform any other duties assigned by the Economic Recovery Manager related to achieving economic recovery goals.

About you

To be successful in the role of Economic Recovery Team Leader (Agricultural Support Team Leader), you are expected to have strong skills and experience in livelihoods recovery in the agricultural sector, as well as team management skills and experience.. Moreover, we also expect the following:

  • Higher education in agriculture, international relations, finance, or a related field.
  • Understanding the specifics of vulnerable groups, particularly people with disabilities and the elderly, and inclusive participation in economic recovery.
  • Excellent interpersonal and communication skills, including the ability to effectively work with vulnerable populations, staff, and stakeholders with diverse backgrounds.
  • Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple responsibilities.
  • A strong sense of personal integrity and understanding of confidentiality and ethics.
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, and Windows operating systems.
  • Good command of Ukrainian and English.

Desirable:

  • Previous experience in team management or overseeing team participants.
    • Experience working in NGOs or INGOs sectors.
