Job Responsibilities
Oversees organizational compliance with local, state and federal environment, health and safety regulations. Environmental health and safety directors are also known as occupational health and safety specialists, corporate safety directors, environmental protection officers or safety consultants. They prevent and eliminate injury and illness to employees and assist companies to comply with safety laws. They inspect workplaces, and minimize or eliminate hazards from processes, such as incorrect working methods, and materials, such as potentially toxic chemicals. The quality assurance (QA) or quality control (QC) inspector is to inspect, test, and sample materials, parts, or products for defects and any deviations from specifications. Provide HSEQ support to HELM America Service Unit.
Actual responsibilities will vary depending on daily needs and type of facility.
- Ensures that HSEQ policy and procedure manuals are always available and updated.
- Inspect and evaluate the environment, equipment and processes in working areas to ensure compliance with government safety regulations and industry standards.
- Chief goal is to protect the employees, customers and the environment.
- Identify potentially hazardous biological, chemical and radiological materials and collect samples of them for analysis.
- Recommend changes to protect workers and educate employees on how to prevent health problems through the use of safety training programs.
- Investigate accidents to identify their causes and find ways to prevent them in the future.
- Ensures compliance with all environmental, health and safety regulations, and keeps abreast of any changes to laws and regulations that impact the organization.
- Ensures projects are completed on time and within budget.
- Manages a departmental sub-function within a broader departmental function.
- Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.
- Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.
- Creates and maintains employee training programs and documents.
- Creates and maintains company HSEQ programs.
- Handles all Environmental compliance permitting requirements, SPCC, SWPPP, EPCRA reporting and other programs and testing.
- Lead and coach facility staff, perform activities, and monitor and maintain the company's safety program at assigned facility.
- Work with various departments on communicating a plan of action regarding logistics and staffing capabilities.
- Manage expenses in line with forecast; monitor quality, storage, logistics, repairs, maintenance, equipment and labor expenses.
- Responsible for ensuring that manufacturing processes and products meet a company’s quality specifications.
- Help to minimize waste, improve productivity on the production line and ensure that customers receive products that are fit for use.
- Plan corrective and preventive actions to maintain quality standards.
- Coordinate Quality Management Systems and maintain ISO 9001:2015 certification.
- Maintain OSHA SHARP Participation at all terminals.
- Prepare inspection plans and instructions, select sampling plan applications, analyze and solve problems, prepare procedures, train inspectors and perform audits.
- Help develop processes and procedures for quality control.
- Identify problems and recommend improvements.
- Assist in capital allocation and project development.
- Other duties as assigned.
Education
- Required - Bachelor's degree or higher in Safety related field.
Preferred – Hold or pursue national HSEQ related accreditations, i.e., CSP, CIH, CHMM, etc.
Experience
- Required – 5+ years' experience in Environmental and Safety Compliance position.
Knowledge, Skills, and Abilities
- Knowledge of facility cost structures mix and blend analysis, safety, efficiency, product quality, preventive maintenance, OSHA, EPA, DOT, DHS rules and regulations knowledge.
- Strong knowledge of facility operations; experience with bulk liquid storage, rail, marine terminaling, and ammonia cold storage is a plus.
- Experience with OSHA VPP/SHARP and OSHA PSM/EPA RMP.
- Basic computer skills, including working knowledge of Microsoft Office Suite.
- Effective interpersonal, oral and written communication skills with the ability to interact with all levels of people within and outside the organization.
- Strong organizational, strategic planning, time management and multi-tasking skills, with ability to remain flexible to changing priorities.

- Ability to lift/push/pull up to 50 lbs. frequently.

- Ability to safely walk on barge surface(s) with the ability to work around deep water.

- Ability to work in an environment with high dust levels around product and other bulk products.
- Ability to work outside in extreme weather conditions.
- Ability to work extended hours, weekend, holidays and/or alternate shifts as needed.

Physical Environmental Conditions
- The physical environment requires the employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions. Frequently required to use personal protective equipment.
Travel
- Travel required for off-site training and/or working at alternate locations; can be up to 30% depending on facility location. (Primarily domestic between facilities)
