Site Management Support Team Leader
The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE
The overall purpose of the role:
Under the direct supervision of the Emergency Manager, the Site Management Support Team Leader is responsible for the implementation of DRC Sudan Site Management Support activities guided by the line manager and in accordance with approved methodologies and tools; in line with DRC and donor policies and guidelines. He/she will be working in cooperation with all DRC teams and with support, as well as in collaboration with local authorities and communities. The position will be directly managing the site management support officers and assistants. .

DUTIES & RESPONSIBILITIES
Key Responsibilities:
Program

  • Ensure the implementation quality of DRC's site management support activities at the site level, this includes, coordination, management of the site, Monitoring, information management, community participation activities and initiatives, feedback mechanisms including communication with communities (CWC), capacity building, and site maintenance activities.
  • Lead coordination and oversight of site-level data collection, registration of households, and the planning and implementation of emergency distributions (NFIs, shelter, and cash), ensuring accountability and coverage across all targeted locations.
  • Lead the daily management of DRC’s site management support activities and directly manage the staff members as listed above, including coaching, co-ordination between staff, timely recruiting and tracking of team progress.
  • Leading program activities related to the provision of services and assistance to vulnerable and at-risk individuals at the site level. To this end, support the Project lead in implementing workplans and managing program activities accordingly.
  • Leading delivery of assistance in IDP settlements as part of programmatic interventions, ensuring that all material needs of individuals and households in the sites requiring assistance are met.
  • Leading the mobilization and participation of those assisted at site level, with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into the decision-making processes, including supporting the running of community groups, and quick improvement projects.
  • Leading the identification, management, upkeep and oversight of site solutions for vulnerable individuals and households.
  • Organize and coordinate capacity building initiatives for community groups, safety unit volunteers, Site Management Support volunteers on emergency preparedness and response.
  • Support with partner agencies, CSOs and service providers in ensuring that sites are well kept, operational and to a good standard.
  • Provide weekly work plans of programme activities and track progress on the activity tracker.
  • Leading any other programmatic tasks related to the provision of assistance as instructed by the Emergency Manager.
  • Leading the monitoring and follow up on maintenance of site infrastructure and supporting the mobilization of site residents.
  • Leading the development of an effective referral mechanism and service mapping in close collaboration with relevant stakeholders.

Reporting

  • Ensure that quality and accurate reports and supporting documentation on program activities related to the provision of Site Management assistance are submitted weekly. To this end, ensure that both the hard and soft copies of all activity reports are archived on the server and/or uploaded onto online platforms for information management as relevant.
  • Ensure that all information or data shared is done so in a manner that upholds the principle of data protection and confidentiality.

Representation and coordination

  • Leading the development of positive relationships with beneficiaries, local communities, local authorities, humanitarian partners, service providers etc. to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
  • Ensure that all interactions with individual beneficiaries take place in an environment and in a way that respects and promotes their safety, trust and dignity. Ensure that all interactions with other stakeholders such as community members and service providers are conducted in accordance with the principles of respect, confidentiality and collaboration.
  • Ensure coordination of service providers at site level and spearheading accountability to affected persons as per humanitarian standards through service mapping, CFM.
  • Represent DRC at state-level coordination forums and as requested by the line manager.

Operations

  • Lead the SMS team at area office level and ensure their effective administrative management and provide leadership in assigning tasks as per project objectives.
  • Ensure plans are in place logistically where the request for vehicle is made prior to the travel plans, also that TCRs are submitted on time.
  • Ensure the timely submission of travel permits and work plans and negotiate access when required.

SKILLS AND EXPERIENCES
Experience and technical competencies:

  • Minimum 2 years of direct experience in monitoring and evaluation
  • Training in quantitative methodologies, including database management.
  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation, and assessment to promote evidence-based learning.
  • Demonstrated ability and understanding to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, and observations to name a few.
  • Good verbal and written communication skills.
  • Ability to analyze data and summarize it for a range of different audiences.
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Experience with qualitative research techniques
  • Advanced English proficiency
  • Fluency in Arabic and local languages

EDUCATIONAL QUALIFICATIONS
Bachelor's Degree in Statistics, Economics, Social Science, or relevant equivalent disciplines (development or social research preferably with a focus on monitoring and evaluation) or equivalent professional qualification.

LANGUAGES

  • Fluency in Arabic.
  • Advanced in English.
